Tino, you would need to keep it trimmed to keep it that small?? Is this sun or shade? How about a bonsai in a pot?

Is it sunny or shady? Wet or dry? How big is the area that needs to be covered?
My first thought was lavender. Some varieties are lower growing and can be "evened up" after blooming to give a more formal appearance.
If you want a true shrub and the conditions are right, maybe some kind of slow growing boxwood would work. Still would need pruning.
