One of my peonies
I love this peony, it smells wonderful and I always cut some blooms and bring them into the house. It smells up the whole house,,,,just heavenly!

That's highly likely given where they are at. Is too much fertilizer a problem? They are in the bird sanctuary and have probably been buried deeper over the last couple-3 years. If I move them, will that set them back? Do I cut them back at the same time, or just move the plant?
