What is this vicious but pretty plant?

What is this vicious but pretty plant?

I'm not quite sure where to put this.

Does anybody recognise this plant I saw growing in a flowerbed on the seafront in Spain.

I think it may be a euphorbia of some kind, but can't track it down.

Looks as if it might be Euphorbia milii, crown-of-thorns...

This plant grow in most garden in the Philippines too.
