If this is showing on more than a couple leaves and if you are seeing this on any new leaves then I would say yes, it has some kind of virus infection.

I suspect you have seen this on your Fragrant Blue in the past? If so that would also confirm your suspicions.

I do not remember seeing this in past years and this plant has been there a long time. But maybe in past years I was not as aware of the virus as I am now. It was not very close to other hostas, so hopefully no other plants will have a problem.
